Separate the PVE and PVP balancing. ZOS is creating more work for themselves trying to keep it as one set of balancing and sends less time fixing the bugs that crop up. As soon as a balancing act is unveiled on PTS, the cries start out that now this other thing needs to be adjusted. It's an endless stream that never seems to end.
It is an insult to players to think that we can not understand a skill has a slightly different output in PvP than it does in PVE. There are multiple ways to tweak your build so as to create a new imbalance, which players do use to rush into the next perceived meta build.
In PVE you do not have to worry so much that PC skills have to be balanced, we know that sometimes our skills work better or worse against different NPC's. In fact it encourages grouping to over come those obstacles.
