Because it isn't ONE server.
It's a collection of many many many servers that have to be brought up in a specific sequence most-likely.
I work with similar setups designed for processing scientific research. It can be a very delicate operation, and if it isn't done properly, you're starting over.

Actually I work on about 99% Linux servers. And yes, it can still take that long.
As I said, we're not talking about single servers, but a huge cluster of servers that inter-operate in several ways.
If the whole farm has go down, it's a pretty big undertaking to get it back up, functional, and then you've still got to make sure it's entirely functional before allowing users back on.
And, just so ya know, operational clusters that use Windows typically stage updates, so that doesn't happen. By taking down individual boxes, running updates, and then returning them to the pool. This method results in zero downtime. If they are running Windows you can bet they are doing this all of the time to prevent just that.
AND, any large organization controls their own update server(s), and they are aware of exactly when this is happening unlike home users who pay it no attention and get blindsided.
So redundancy and Failover are just words is what you're saying. And if their entire cluster is whacked, then DDOS

While we are here, I would like to take a moment to get awareness of Light Akaviri-Hood Disease for Khajiit more well-known.
Years ago, fat-cheeked Khajiit like myself, struggled to keep their cute little chubby faces within their hood. While we can now wear hoods without fear of clipping, we have a long-standing issue that has yet to be resolved.
Sytoms include:
-The inability to wear a badass mask without looking like an Argonian.
-Fur loss
-Scales
-Changes in the color of your skin.

Before, my reaction was to come here and just be pissed, always imagining it's a simple fix (or also think it's weird to take 1h to reboot and test a server).
Now that I know how a big company/big game works from inside, I tend to side a lot with IT/Operations and Community Management.
By the way Gina, Jessica & Rich, awesome response time, specially on a weekend

Not necessarily a DOS. Could be a facility problem like power or cooling failing.
There are also some things that could act as single points of failure. You try and avoid that as much as possible, but it's not always possible.
