I want to know if I'm the only one with this problem or not, and if ZOS know this bug and gonna fix it. (I have already send a ticket in game for this bug 160317 - 000040)

I have it too. Can't find the NPC, tried going in vet and normal modes. With and without group. Completed the trial (normal mode only).

If you have completed the quest Into the Maw, there is no reason for you to complete The Dark Moon's Jaws and Bakhun won't have any need to speak with you.

That is very sad. I did complete the trial in normal mode before I came accross that quest. As a completionist it annoys me that the quest is still being offered if there are no way to complete it. Thank you for the reply however. I believe this is a bug then, I should not see the quest offer icon.
