I am looking at BBC news and nothing there, I am sure a worldwide internet outage would be newsworthy!

exactly, several people are able to get into the eu servers, and several cannot. Again, most likely because many of the EU hubs are down which means some players are unable to connect to the EU servers (at least not without some tweeking) because some links in the chain are broken for them. .

People around the world play this game. There are already 2 server providers to grant better coverage but not everyone will have the luxury of being within good range of the serverbases to get a solid connection.
