cannot download patch manifest

As of today my ESO launcher says it cannot download patch manifest and gets stuck on downloading patch. :/

    right click the launcher and select run as admin (and turn off firewalls for the patch)

    Running as admin did not help, its still claiming the same error. However, after I ran repair and verification, I could log into the game after it was over.

    Then when I quit game and restarted launcher, it was saying the same thing. Error 210, PatchManifestError_DownloadFail.

    3. Delete Patcher Program Data Files:
    Navigate to the Patch's install Folder (by Default located at C:\Program Files (x86)ZenimaxOnline\Launcher
    Locate and Delete the "ProgramData" Folder
    Restart the Launcher
    The Launcher should now display "Creating Download." This is normal as the launcher begins the regeneration process. It can take anywhere between 21-30% before the launcher switches to "Downloading Game Files"

    I located and deleted the /launcher/programdata folder. However, running the launcher afterwards as admin still gives the same error about cannot download patch manifest. However, given a bit of time, the play button will show and I can play..

    I also noticed I could play by directly running the ESO executive. I have a feeling that the launcher is still not working as it should though..

    I was just kicked from the game with the PatchManifest download error. Sigh, now it's error 210? I had error 209 for ages, until 2.0.2 fixed that. So with 2.0.3 it's back.

    Guess it teaches me that I should always kill the launcher process as soon as the game loads.

    Well, after multiple tries and one hard reboot, the launcher is now simply letting me play, so I assume the issue has solved itself. Although Im unsure what exactly solved it.

    I also never noticed the launcher actually downloading the update, but I must assume that it happened..

    This is happening to me also, error 210, unable to download patch manifest.

    Some possibly interesting points

    - Downloading the patch manifest manually from here https://help.elderscrollsonline.com/app/answers/detail/a_id/22414 did the trick, it just starts up with play enabled.
    - When the game is launched, it says version 2.0.3.... and I can log in and play.
    - I'm pretty sure my updated failed sometime during the middle of the latest patch.
    - I'm not sure if whatever it was downloading ever continued after the first failure... I deleted the program data folder in the process and its never continued.. though it has passed repair a number of times.
    - But if eso thinks its 2.0.3.. I really hope my install isn't corrupted somehow.

    As of right now: the launcher downloaded a small 50-60 MB(iirc) patch, but now is claiming the same error still: cannot download patch manifest and offers "repair".

    Same here. I can login to the game and play as usual.
    But this situation bothers me.

    I have same problem too. The eso.exe can start and shows the correct version number, but the launcher only downloaded 70 megabytes at most. So there is obviously something wrong on the Megaserver/ZOS side. It's not like this is the first time one of their patches/updates are faulty... :(

    Ok I think I have a solution to the problem I had.

    Close down the launcher. Locate file Bethesda.net_launcher.version in the /launcher folder and delete it. Run the launcher, it should update itself. When its done, the error seems to be gone.

    edit: edited the correct file name. Why they gotta name it silly like that? :P

    edit: orrrrr not. It looked fine for a second. Gave me perfectly normal looking launcher with a play button. Then when I was writing this, it went back to cannot download patch manifest. Starting the game and quitting it, restarting the launcher, now its back to its old "cannot download patch manifest" error self :(

    I did the delete/rename all version files, start reinstall, cancel it, restore version files -fix described
    here. The issue appears (once again) to have been resolved.

    Keep in mind that youre not supposed to reinstall the entire game. Just let it start the process, then cancel download, and then restore the version files and restart the launcher.

    I'm getting the feeling, that every second patch gives me this error. Since I can launch the game with eso.exe, I don't care about it and neither does ZOS I think.

    One thing to try is running the ESO.EXE directly. I patched several PCs and all came up with this error, but all can run the game fine.

    And again, the issue is not solved. If I let the launcher be for a while, it seems to invariably return to the "error 210: cannot download patch manifest" state. I am starting to think that this issue HAS to be at Zenimax end. -_-

    I have the same problem with the patch manifest.

    I updated the game, then had the error, chose to repair the game and still had the exact error. I run the launcher as adminstrator and having no errors, I could start playing. So I started the game, entered my username and my password and everything appeared to be normal but I was stuck on the loading screen for more than 30 minutes and after some time the game just crashed.

    I was pretty fed up with it by then and tried to open the launcher as usual (not as administrator) and I got the error again.

    Then I got really pissed and decided that enough is enough. I opened C:\Program Files (x86)\Zenimax Online\Launcher and deleted the Program Data folder. After that I started the launcher again and expected that it would have to update itself again. Instead I got no errors and no update. Just nice blue button saying "PLAY" and so I started playing again and everything was as it usually is. No forever-taking loading or crashes.

    Then I had to close the game and when I wanted to start playing again I got the error again. Deleted the folder again and still got the error.

    And now I don't even know what to do anymore.......

    Edit: opened the launcher again, got the error, closed the error and launcher started working as it normally works (at least for the moment).
