right click the launcher and select run as admin (and turn off firewalls for the patch)

3. Delete Patcher Program Data Files:
Navigate to the Patch's install Folder (by Default located at C:\Program Files (x86)ZenimaxOnline\Launcher
Locate and Delete the "ProgramData" Folder
Restart the Launcher
The Launcher should now display "Creating Download." This is normal as the launcher begins the regeneration process. It can take anywhere between 21-30% before the launcher switches to "Downloading Game Files"

error 210, PatchManifestError_DownloadFail - offering repair. Last time I did this, it wasted a lot of time and didn't improve the situation.
ps. I can still get into the game by launching the ESO.exe directly though..
