We can confirm that is not happening today.

But it's still planned to be happening at all? :D I've heard conflicting chatter in the community as to that in general, even though I've yet to find an official comment saying it isn't coming still.

Exploits suck. Don't blame just the game, blame the players abusing them!

I'd be happy if they could just fix all the existing bugs and server issues... There's lots of content, but the bugs and server issues are enough to drive anyone crazy.

100 % agree, fix as much as you can before June console release, and I think that is their plan.

The community should really start learning to accept that neither the removal of Veteran Ranks, nor the addition of the PvP element of the Justice System, will ever actually occur.

It's not happening. Best to just accept that.

Why? They're the same thing as normal levels, nowadays, since the veteran level areas were nerfed ages and ages ago to be just as easy to kill in and finish anything you desire as the normal areas are (effortless).

LOL. He's right. VR content is about 25% of the difficulty it used to be and requires only a fraction of the XP that it used to. They could change VR14 to lvl 64 tomorrow and it wouldn't change a thing. At the beginning, even with a good build you had to be carefull of packs of mobs above 3, 4 enemies meant you checked your Ultimate, if it was up it was worth a try.

They need to remove the veteran system because layering a rotten cake with with sugar doesn't stop the cake from being rotten. The Champion System is not compatible with the Veteran Ranking, having one layered on top of the other is causing serious balance issues and concerns.

Besides that little detail, the veteran ranks need to go because ZoS said they were being retired. Yet now Console will be released with the veteran system, so people will have to level through ranks they know will be taken away in a month or two. It is brilliant...

Meanwhile I await the addition of the pvp justice system, but know it will be a bit of a process to get there, and expect it will be on the PTS first =)

Why don't you explain, then? Because simply labelling Veteran Rank 14 as "level 64" would be completely accurate. Are you saying you'd prefer that ZOS lowers the level cap? If so, what do you think that improves and what issues might it cause for players and their existing gear?

PvE Justice was such a massive and fundamental alteration to the current game that we wanted to give players a chance to adjust to it first. We wanted to see what everybody enjoys or avoids before adding in any new toys. B)

Because it's still the worst part of the game.

With VR this way the game will NEVER be great.

i disagree, pvp needs to be added to the justice system. it will give alternative content to pvper's who have not recieved new content since launch. Its also a great way to introduce the theives guild and dark brotherhood story lines into the game. tamriel will be more alive then ever, with people choosing the high road as enforcers or the lowly road of thieves/ assassins or the choice to turn off the system all together in the menu options.

there should be consequences to your actions, you can dupe npc's all day but players are the toughest boss to escape.

Even for me who at least till now have zero interest in pvp as it seems to manifest far too much whining and endless crying among the herd, this seems an interesting twist. If i steal something now and want to get paid for it, at my current level i can usually make it to the fence, but, if once i become wanted pvpers get some form of alert or im on the writ board etc...that brings more urgency...and would be more immersive. It might be cool to see a writ board functions as a hired killer advertisement that a PVE'er who got caught by the pvp justice could in turn use to pay to have that justice pvp player hunted down for a modest but worth while fee by the opponants of justice. yeah..im thinking aloud as a newbie..

Unless they can camp outside every refuge in every city, I think everyone will be just fine. And the previous demo footage for the PvP part of the system already showed that you would not instantly become killable after getting a bounty. I'm going to go out on a limb and guess that you'll need to be in a stage where PvE guards would attack you on sight before you'll be flagged.

i believe this is the case or if you are witnessed doing a crime by an enforcer player. should be lots of fun, since if you put on your enforcer tabard you become flagged for being attacked, so its not a feild of roses for those who wish to stop thieves and murderers. the cities will be alive and have a more living feeling, and it adds and optional world pvp that hasnt been seen in any game i have ever played. it gives you a chance to meet new people in your alliance, find out who has the right stuff to fight in cyrodiil along side you.

PvE is easy. AI doesnt have the brain of a fly. scripted attacks, no logic in their fight, you always know what will happen. In MMOs, they dont try to make AI clever they add DAMAGE and MORE HP and CC IMMUNITY..... thats all. Easy as hell. You meet an npc, you will know next time what he does, Players dont do the same.
