I'd be happy if they could just fix all the existing bugs and server issues... There's lots of content, but the bugs and server issues are enough to drive anyone crazy.

Why? They're the same thing as normal levels, nowadays, since the veteran level areas were nerfed ages and ages ago to be just as easy to kill in and finish anything you desire as the normal areas are (effortless).

LOL. He's right. VR content is about 25% of the difficulty it used to be and requires only a fraction of the XP that it used to. They could change VR14 to lvl 64 tomorrow and it wouldn't change a thing. At the beginning, even with a good build you had to be carefull of packs of mobs above 3, 4 enemies meant you checked your Ultimate, if it was up it was worth a try.

They need to remove the veteran system because layering a rotten cake with with sugar doesn't stop the cake from being rotten. The Champion System is not compatible with the Veteran Ranking, having one layered on top of the other is causing serious balance issues and concerns.
Besides that little detail, the veteran ranks need to go because ZoS said they were being retired. Yet now Console will be released with the veteran system, so people will have to level through ranks they know will be taken away in a month or two. It is brilliant...

It's not about difficulty. Try again.

But it's still planned to be happening at all?I've heard conflicting chatter in the community as to that in general, even though I've yet to find an official comment saying it isn't coming still.

I personally have no wish to see PvP ever added to the Justice System. Leave PvP out of the open world, and focus all PvP-related development time on getting Cyrodil right.

i disagree, pvp needs to be added to the justice system. it will give alternative content to pvper's who have not recieved new content since launch. Its also a great way to introduce the theives guild and dark brotherhood story lines into the game. tamriel will be more alive then ever, with people choosing the high road as enforcers or the lowly road of thieves/ assassins or the choice to turn off the system all together in the menu options.
there should be consequences to your actions, you can dupe npc's all day but players are the toughest boss to escape.

Even for me who at least till now have zero interest in pvp as it seems to manifest far too much whining and endless crying among the herd, this seems an interesting twist. If i steal something now and want to get paid for it, at my current level i can usually make it to the fence, but, if once i become wanted pvpers get some form of alert or im on the writ board etc...that brings more urgency...and would be more immersive. It might be cool to see a writ board functions as a hired killer advertisement that a PVE'er who got caught by the pvp justice could in turn use to pay to have that justice pvp player hunted down for a modest but worth while fee by the opponants of justice. yeah..im thinking aloud as a newbie..

Good luck finding anything immersive in having a bunch of PvPer's camped outside the refuge!

Or you go to an underpopulated vet zone and use one of those refuges.

Unless they can camp outside every refuge in every city, I think everyone will be just fine. And the previous demo footage for the PvP part of the system already showed that you would not instantly become killable after getting a bounty. I'm going to go out on a limb and guess that you'll need to be in a stage where PvE guards would attack you on sight before you'll be flagged.
