I have the EXACT same problem... but it only happens to me in Cyrodiil. Sometimes my lag jumps up from 20 ping to 500 or so for a second, but in Cyrodiil... if I ever start lagging, it jumps to 999+ and logs me out of the game. Every. Single. If your overall speed is fine, you then want to disable any firewalls or anti-virus running on the machine.
