If ZOS isn't actively working on fixing the multitude of things that actually need work in the game atm(huge list and you should know what they are if you've spent any time playing the game) and they insist on developing new content first, it needs to be skill lines for the Thieve's Guild and Dark Brotherhood.
Feel free to 'dead horse' my post, but i stand by it.

They are amazing they are capable of doing 2 things at once. See they hired a team for fixing bugs and another team for developing new content.
Its rare to see this kind of thinking from a company but I believe it can work in the long run given time.

Sorry, but their track record thus far disagrees with you, as do i.
Any speculation on the internal structuring of ZOS is just that, speculation. But while i personally have no doubt that there are multiple teams working on various things for the game, i simultaneously don't think they can really handle it atm.
Yeah, it is easy for me to say, but seriously there are issues that have existed since beta that have yet to be addressed. Maybe the teams need to be reworked for a while(IE stop work on new crap until a dent has been made in the backlog of mucked-up things). Then after things are kinda back on track, break back down into many little teams.
And to reiterate the sentiment in my other post, if they HAVE to put needed fixes and adjustments on hold to constantly push new content(which seems to without fail bring even more issues with it), why not work on content that was said to be on schedule for a 'shortly after launch' roll-out but is currently pushed back to 2015?

1)They have fixed a LOT in the 2 months this game has been out. SOOOO many broken quests fixed. Fixing balance issues and broken classes and abilities.
2)Have they fixed ALL of the issue NO. Have they been showing progress YES.
3)Maybe your just expecting too much of them. The magic wand does require to be recharged after each use you know.
4)Fixing bugs in a game SOUNDS easy. This is whats wrong FIX IT!!!!!!!!!!!!
5)Developer looks at the issue and goes what the he11 is causing this???? Ok how do we fix this without breaking the game. Ok now we have to test to make sure its working. GOT it fix applied.....DAMN something STILL broke.
6)Its a HARD job I DO NOT envy as there is NO thanks to hard work they put in just more bashing for new problems that WILL arise.
