I'm an Oceanic time zone player and I lose TWO nights to maintenance each week during my prime time. That in itself sucks. But when the maintenance is just whenever, that makes it worse. How hard is it to give a little notice?
I hope that at least we get some kind of patch that fixes the brokens, like my Welcome to Cyrodiil quest which blocks progress. I am not able to pick up daily quests. It has been a known issues for weeks.

Wow had maintenance EVERY WEEK that lasted four several hours every Tuesday. They did this up til I stopped playing right before Mists came out and after that I couldn't speak for it. The majority of the time it was NOT for any patches. It was just maintenance. Wow also went down just sporadically.
Eve Online goes off for about an hour every morning (EST time) which I kinda liked as it was just a bit at a time instead of a big chunk. Rift when it first came out was having downtime frequently to fix issues (almost daily for a while.) Lets not even mention other online games having server issues and downtime.
So this is not particularly unusual as you seem to imply.

If I remember, it was in late BC or early Wrath when WoW began skipping their 6 hour long weekly maintenace and did 15 minute server restarts instead. After that, they often didn't even bring down the servers during some weeks.
The thing that really gets me is that there is a simple enough solution to the our country is bigger than your country debate otherwise known as the "we deserve to play and you don't so there" argument.
Proposed "new" patch times for the NA server starting immediately;

Mondays at 8:00am EDT (12pm GMT)
Thursdays at 8:00pm EDT (12am GMT)
This solution sees the oceanic get slammed one night a week and the naysayers in the US get slammed the other; If it's good enough for us to lose a night then it's good enough for the rest of the playerbase too.
