no NPCs on the island of Stirk

As the title says. there are no NPCs on Stirk as you walk to the faction leaders. the two NPCs that follow you, the high elf and the reduard will talk to these invisible NPCs if you walk up to where they stand, though you can only hear and see the dialogue of the elf and redguard.

Yep, there is no one here at all except those 2. Thankfully I completed this on my main, because all you get are one sided conversations of the High elf and the redguard, until the 2 kings and the queen show up

I am experiencing this as we speak. Should I wait until this is fixed or will I miss anything by not talking with all these invisible NPCs?

Doing this quest now and seeing the same thing. /reload and Logout did not fix it.

At least the leaders and their camps are present.

Same problem. For some reason Vanus does not see a problem there and keeps talking to the empty spot.

Good thing I did this quest on main before, so I know what should happen there, but still I want to do it on alt, since last time there I was AD character and now I am on EP character, and I want to see if there's a difference in reactions from NPCs. And I do not want to proceed, since this quest is one-time only and I do care about those small details.

Please, ETA on fix?

I'll add myself to the list. Second char for me. First one had no problems here, this time I see Vanus acting stupid on his own for a change.

OP posted on 25th of May and this is still not fixed. Somehow this seems to be a rather slow reaction time from ZOS for a quest in the main storyline.

yes can confirm this , first char no problems , second char no one there altho thte quest giver the elf speaks to thin air like lady larantha or something like that but the lady is not there.

Had this too, Vanus was introducing me to thin air lol, at least the leaders etc were there so I could complete the quest and move on.

Experienced this on two different characters. I have never heard the other side of those conversations, but it doesn't seem to affect completion of the quest.

I had this error once. I reported it and got no response. I used the Launcher, click options then uninstall and reinstall. Then drop all of your quests except that one and try again.

That should fix it.

Edit: Someone from Zenimax had given an interview once mentioning different techniques used to avert loading screens which includes loading low pixel graphics and having everything else slowly load in later.

I wonder if this process of loading things in is causing the issue?
