I know it's a crazy question but how did you un-rar it? All it told me to do was unzip it and I figured that would have done it but when I tried to point it where to go it wasn't there! That's the problem is I can't find the right SweetFX 1.5.1 file I guess. The one I found was here: http://ge.tt/4CpDyZt/v/0. It's a legit link and file. Unrar is the same as unzip its just another program to do it. Unzip with winzip, Unrar with Winrar.
I don't use sweetfx so I can't help you with that part but I do have a possible alternative. Something called Esolauncher by Sorien.

One of its options is to disable the fog in the distance which, depending on what you mean by "white haze", should solve your issue without sweetfx. The second option that might be relevant to you is the shader filters it has. It also has a few other features like an FOV editor for first person but the options are listed on the site.

I just tried to DL the ESO launcher and my Norton 360 says that it's a bad file and security risk? I'm assuming it's because there are not many people that use it so it doesn't have a high score on their reputation site. I'm going to search for another site and see if that works.
