FPS drops, random occurrences, or result of coding?

So I play in Cyrodil(Wabbajack) quite a lot, just recently I've been having serious FPS issues(side note, i run Dual Graphics; Nvidia Geforce 755M GTs, and I am always, and i mean ALWAYS above 50 fps even in the most intense battles,but starting about 2 weeks ago it started happening after a(n) maintenance patch.

Problem and Situation;
TL;DR; I Run into 4 people, and FPS drops from solid 60 to 8 fps, then i run into a group of 30+ and i never drop below 45, i leave the giant group, and I drop to 8 fps..

I will run around ALL over cyrodil, and in just random spots I will have FPS issues, sometimes when i get near keeps, others just when I'm sitting there afk, watching my fps hover, staying at solid 60, dropping to 8 for no reason, and no sign of life or change in the area.

It is especially bothersome when i get jumped by 2 people while riding on my horse, and instead of the players getting the better of me, I lose to my ultimate enemy..LAG/FPS drop, straight to 8 fps falling off my horse.

One common key element I have discovered has been that if i persist through a battle where my fps has dropped for longer than 30 seconds, my fps will return to normal mid battle, and then I can actually feel free to play.

I've talked with several others and most of them have said they have not had this happen, so I am wondering if I am the only one and if so, what to do is my next step.

A Dev response would be much appreciated as well, whether this is a memory leak, cyrodil lag that affects me differently than others, or something im not aware of

    The Fps drop seem's to be in all areas. I'm going from solid 60 to violently changing from 3 to 100 just standing still and staring in to a wall. This is the only game i have this issue with.

    So I am not the only one with these FPS spikes, does that identify a memory leak, causing FPS spiking or is it the client affecting our graphics adversely.
    If any of the above, will we see actual fixes, or will we continue to experience more lag, more FPS issues as we continue, my only hope would be consistent improvements.

    I have the same problem since about 2-3 weeks... I can play normal with about 40-45 fps, then after about half an hour after starting the game first it drops down to <10 fps for about 20 seconds... this happens random every 10-20 minutes and is just annoying.. -.-

    I read some tips to fix this problem, nothing of it was useful at all.. You can try to change the UserSettings.txt, there you have to change the line "RequestedNumThreads" from "-1" to "0" The second tip was to close the launcher after starting the game or to start the eso.exe itself. It was useful for some players, unfortunately not for me.

    Hope this will get fixed SOON!!! -.-

    For the last few weeks the game sometimes over heats my computer and my fps go into endless meltdown (1-2 fps). Going through a door with a new load screen fixes it.

    I never had these problems in beta........or for that matter, at any time before (Geforce GTX 570)........started after the last patch?

    Same Issue tried all the forum fixes changing usersettings, loaded drivers, changed graphics to low and same issue persists. I'll be playing fine for about an hour then the game stutters on and off then every attack I do the game freezes up for half a sec and the sound is 2 seconds off. I have to reboot my PC at this point in order to clear what ever and start over. This is extremely frustrating as I am running 16gb ram an I7 proc with a Geforce 760 graphics card......
