I would add a new (third) resource pool to the game called "Agility" or "Mobility". All currently stamina based defensive abilities would be moved to this resource immediately. This includes Blocking, Dodging, CC Breaking, Sprinting, and anything else I'm forgetting.
I would then explain to my boss that this is part of the rebalancing of Stamina usage in the game. Stating that I was currently working on revamping the stamina based weapon skill lines for viability with changes including but not limited to the addition of ultimates, adjusting of damage values, and additions of more "utility" based abilities (Roots, AoE, stuns, defensive buffs) to the lines.
Finally I would let my boss know that I parked my Ferrari in his spot today... as my contributions have been noticed by the higher ups as the saviour to the game and his services (or lack thereof) would soon no longer be required.
More players in PVP... I love PVP, but sometimes it seems a little desolate. Perhaps, consolidating the current number of Cyrodiil instances to improve player pop?

Making it resourceless would probably require them to completely redo all of the abilities, not just blocking.
If you could eternally spam forward roll (which does evade abilities if time correctly) all we would see is people ninja rolling their way across Cyrodil.
CC break is pretty self explanatory, that would essentially invalidate almost all the CCs in the game its capable of breaking (which is almost all of them).
I think they would need a resource pool of some kind, and it shouldn't have to be tied with either resource pool the player is using for his/her abilities.
Being an un-itemized new resource pool also allows them to completely control the frequency that these moves can be done. Currently players with max stamina and max stam regen can use these abilities a good bit more/more often than magicka builds can (not that this justifies building for stamina or anything).
I agree with your idea though, the less complicated the UI the better and having to keep track of another pool could be annoying, but without that all the current defensive moves would be subject to this:

Getting stuck with green armor and not tying armor dying to achievements making it even worse. I don't why it's so hard. I've never seen green armor in my life. Well, there was that drunken night in Ireland...
