If players like grinding?? the rest of your post is based on the assumption we do.
What about those of us who dislike grinding??

There is also the possibility his assumption is correct. I quite enjoy spending 'some' time grinding. Especially as work dictates how/when I can play

I would prefer they create a portal to a random dungeon (groupable of course) in each capital city. You would select the level and the game would fill it with level appropriate baddies.

Smaller dungeons could be 15 mins long while larger dungeons could be 1 hour.
Provide a separate world boss circuit in Craglorn for those of us that want to test DPS etc over longer fights. World bosses could reset every 15mins to allow multiple groups to run the circuit and not step on each others toes.
Instead of taking away from your playerbase, give them what they want.
Make Craglorn the alternate place to level VR1-12 so we can play the way we like.

No thanks. They should stick to their vision, and if we don't like it we're free to go somewhere else. Additionally, the vocal minority is not the majority.
If your primary goal in the game is to level your character up, I'm sorry, but you've completely missed the point of ESO.

My primary goal is to level multiple classes and experience the story from all 3 sides.
I want to see many players in game, guild rosters full and zones bustling. Currently i do not.

That is not at all what the OP said.
I'd say if you dislike grinding ESO must be heaven on earth because 90% of this game is questing. Congrats! You won!
