Yes-Yes, but no Capes. Cloaks are much better.

A lot of people add them via mods. I dont even seriously play an ES game for about a year when the mods are matured.

On the one hand capes/cloaks are cool, on the other hand I can live without them, they're definitely not top-priority....on the third hand (wtf), introducing capes would probably give birth to a whole new set of glitches0 -
