Ok, you are made the all noob-whiners dream - added cost penalty for BE.
+50% to cost if used again in 4 seconds
Ok, now my Sorc in full light have usual cost of BE 240 magicka
Does it mean my 2nd BE will have 240 +120 (50%) = 360 magicka? No way!
The 2nd cost is... 435 magicka!
WTF, this is 81% cost penalty!
Damn, if you are lost all of your calculators, so Windows have built-in one, and I'm sure Mac have it too!
I've made some investigations:
While naked my BE costs for 322. If +50%=483 magicka or +161
But this is Storm ability while we have extra -10% of it's cost because of Storm passive
Also, I'm Breton, my race passives gives me extra -3% of cost
So, natural cost of BE will be 322+10%+3% ~= 370
And +50% to it will be 555 or +185
Light armor passives gives to me -21% of spells cost if all 7 pieces of Light I'm wearing
And in full armor (I didn't have lower spell cost enchants or armor sets) my BE cost 240. 2nd cost will be 435 or 195 difference.
Damn it, 195 is even more than 50% from natural cost of BE without any(!) spell cost decreasers!
In the right way it must be like that:
380 magicka (very base cost) + 50% = 570 magicka
Then, applies all cost decreasers:
570 - 21% (armor passive) - 10% (storm passive) -5% (Dark magic passive) -3% (breton passive) - anything else (but I didn't have)
570-39% = 348 magicka - that's a right cost for this, not 435!
it also lowers magicka regen for 4 seconds in 2 times, practically another 100 magicka (I have 100 magicka regen rate) cost tagged to it!
Mathematic was my favorite discipline in the school, God, how long ago it was! But thank God, Mathematic is not Fashion - there is not so many changes happens for this years! Especially in percents.
So what the hell is going on?

Well, they still omit the fact of halting 4 second magicka regen. its another 150 magicka "spent".
So in total, second cast within 4 second truely cost 100% more than tooltip said for the first cast.

Make stamina builds even with magicka builds.
Disable abilities while holding block.
Give us a REASON to do dungeons more than once.
Remove PVP AoE CAP. It is ruining Cyrodiil.
Fix/Remove Forward Camps. They are ruining Cyrodiil.
Impenetrability needs to REDUCE CRIT DAMAGE. Not negate entire builds.
