Jewelry/Armor inconsistency. Is it truly working as intended?

During the launch period of ESO, I remember that Health bonuses on armor were increased of 50%, while stat point have been reduced of 50% (to rebalance everything accordingly).

What I'm missing since the start is why Jewelry didn't get the same threatment.

Currently Health on jewerly is of the same amount as Magicka and Stamina and, because of this, many (me included) think that using jewelry with Health is "underperforming" basically because Health can be seen just as a buffer (in the IT sense) whether Magicka and Stamina not only are a buffer but also improve damage with spells and weapons respectively.

Am I the only one who thinks that it should be changed so that Health on jewelry is +50% with respect to Magicka or Stamina? (Be careful, I'm not saying +50% with respect to the current values! I just want to discuss the inconsistency, not the balancing matters).

Please keep the discussion constructive, no replies like "no one forces you on using health jewelry" and things like that.
Also a reply from ZOS on this can be helpful since I really don't know if it is actually working as intended or some kind of "ops, we forgot to align jewerly too".

    Of course its horribly balanced. Thats why everyone runs around light armor staff.
