Ragekniv✭✭✭Zenimax has pocketed the initial game units revenue and three months subscription revenue. They've likely satisfied their investor return and are now simply milking the proverbial teat.
This isn't new in MMOs, it's been the bane of player base satisfaction and game platform stagnation for longer than ESO was envisioned.
Game stability, class balance and progressive end game design are months away if not longer.

Quite aware, but you'll noticed the BE nerf was applied to today's patch. They have the power to push out these types of changes whenever they want.

You needed an example. I provided one. You then proceeded to derail the thread with the above comment.
What happened?
I mentioned 'a change was brought from PTS to today's patch': meaning they 'could' have brought some other class changes/fixes into today's patch.
What did you do?
You randomly thought this thread was created to whine about ability X being nerfed.

What the hell is a "Maint patch"? It's a patch. It's not even a hotfix. It's a patch. You'll notice the version number of the game changed. Let's not start making excuses for them that allow them to fix the game even slower than they already are.
There's no limit to how much they can fix in any given patch. There's no "busted stuff" quota. Given their track record so far, I'm not surprised they're erring on the side of caution at this point but it does mean patches are underwhelming and issue resolution is getting excruciatingly slow.

You're wasting your time. The illness in which you speak of also causes denial of said illness. I think the majority of human beings in general suffer from some form of mental illness, but they manage to survive. Too bad for them. I personally take antidepressants.
