Hehe yea, im a vamp, level 48. Current zone no one to feed off of, and everything uses fire......being stage 4, I feel like a real vampite tho..... at stage 4 when I see fire, I hissss and run, hehe
I went vamp just for the passive "Undead" which should reduce the damage you take when your under 50% health, but it currently does not work. So unless you use a lot of the skills, at end game, that extra fire damage can make it worth being 'alive' again. Maybe if the werewolf has some passives that were useful in human form....
dark stalker vamp passive made vet mode slighly more bearable. once you get sick of killing all the overpowered trash and start sneaking past as much as you possibly can. the ability to be able to move so fast in stealth is priceless .
i could live without any other vamp stuff but not that.

The vampire penalty is 50% so it cancels any protection from reaching the Fire Resist Hard Cap... you are essentially taking full damage as if you had 0 Spell Resist...
If you cure yourself you will take 50% less damage from fire.
Hope this helps.
The absolute maximum resistance you can have is 2500.
Fire resistance is simply added to normal resistance (when resisting fire damage of course) then the resulting number is cut down to 2500.
If your normal spell resistance is 1000, and you have 1500 fire resistance from being a dark elf, then that alone will already get you to 2500 resistance against fire, and adding more through the ring does nothing for you.
Some many that likes the glitter... glitter all over... before the glitter vamps thou, in most lore, vamps were impotent psychopath so make your pick hehe.
In any case, damage comes from different sources as pointed out, thus armor is not entirely waste in this discussion I believe, all thou the summed up fire resist is of course important for you glittery girls, so many girls all over in this game :-)

It is 1% of resistance per 50 points of the resistance stat. 2500 yields 50% resistance. I have not tested this personally but every source i saw agreed on 2500 (tamrielfoundry theorycrafting etc.)

Tested this out some on my heavy armor dunmer vamp a bit and found out there appeared to essentially be no difference in fire damage when I wield 0,1, or 2 fire resist rings of purple quality enchant.
