This happened to me as well during a brief 5 second game lag/lockup. Only once though. Said I spammed chat.0 -
Calorath✭✭Haha! I fell through the floor when entering the Vulkhel Guard bank. I typed "/bug" and pressed enter. I selected the categories and began to type. I typed two words and got kicked for spamming. Note that these words were in the bug-report box. This is flippin' stupid! I hadn't said a word the entire day prior to that moment. No chatting with people, no reports, no nothing. Stupid, stupid anti-spam measures.0

Auric_ESO✭✭✭✭It's not spamming chat or messeges or whispers etc. it's during a lag your client keeps send stuff to the server and when the lag ends the server suddenly gets flooded with info from your client which annoys the server. It's a bad error description. Make people think that the server thinks they are spamming. Best advice I can give is if you lag stop doing anything until the server is back.
