The Weight of Three Crowns bug - nothing happening!

I've arrived at Stirk to listen to the alliance leaders, but they're not there and never arrive, hence I can go no further.
A quick search through these forums suggest that this would seem to have been a problem from day one! How can a well known bug that stops progression in the main story arc survive multiple patches!
Although there are a fair few posts on the bug there doesn't seem to be a definitive fix, so I'm effectively stuck and unable to continue. Does any one know what I should try next?

Flashygrrl✭✭✭Abandon the quest and try it again? I don't know how far back it will take you, you'll probably just have to visit the other two alliances again first.1 -

Thrawniel✭✭✭I wonder, what to do, if you do not have any other quests in your log? My Stirk is completely empty, no NPCs except Vanus and Countess who arrived with me.
And I've completed all the quests I had before starting this on, so nothing to abandon.1 -

✭Although the main NPCs (needed to progress) showed up for me none of the NPCs along the road were visable. They had quest markers above where they're supposed to be and a conversion occurs, but nobodies there.
It is was real let down as they are important parts of the story line. Happened with all my characters so far. At least I could actually progress though.
Zos really needs to put 100% effort into making sure the main quest line runs smooth and doesn't block people. I'm currently blocked with a character on the main quest line Cold Harbor. It's just unacceptable.
