Did not get quest "Leading the Stand"

I completed the quest "Imperial Infiltration" in Bangkorai. At the end of the quest a crow land on the nearby well. You're supposed to speak to it and receive the quest "Leading the Stand".
I spoke to said crow. I did not receive the quest.
Now, I have asked ESO technical support. Their initial response was prompt and I followed their advice. It did not work and I sent a reply saying so. The reply I got stated that my problem had been passed on to "the appropriate team" and that they would get back to me "as soon as possible".
This quest is part of the main quest line in Bangkorai. I can't progress until this is fixed. Now because I have already spoken to the crow, the crow is gone. It's not simply a matter of waiting for some bugged out NPC to reappear because it just won't.
I have not been contacted by the "appropriate team". It's been 3 days. I know that's not very long, and I can be patient, but I'm getting really worried now. If I knew something could be done to fix it, I'd just wait for it to be fixed. But it's the fact that I have no idea how or when this will be fixed that is making me think, damn, this character is broken. Tough luck.
Has anyone else experienced a quest giver NPC NOT giving you the quest? I'd just like some reassurance.

TheAmu✭✭✭Wow dude. I had no idea so many people got stuck there. Mine didn't bug out that way though, with the quest resetting. Mine completed, but the next quest didn't trigger.
I just ran around and somehow, magically you might say, a main questline further along in the path was waiting for me, so I picked it up there. Don't ask me how that happened. But I managed to complete the zone and move on. It sucks that they still haven't fixed the bug though. Seems like a lot of people have been unlucky.
