Perfectly logical. Nerf Volcanic Rune so something that works well in VR leveling does not work well anymore. That way you can share in the misery of someone who does not choose to use this mage guild skill which is available to everyone.
Only when everyone has been brought down to the agony of a pure stamina/melee/class skills only build will things be fair.
Because it is just not logical to even consider asking for a buff to stamina weapon skills instead of wanting to nerf a skill anyone can use.

Does that apply to PVE mobs and 100% upkeep on them - rotating it as well?
Your logic is fail... if you don't use Magicka build then you don't get to spam. Period. It's a CHOICE... don't complain about others choice of how they play.
If someone is playing better than you then maybe it's time to switch your play style, character or uninstall the game? Seriously you have some issues if this is your "NERF" of choice to champion with that lame argument you are making. Every skill, is in fact, spammable, that is the road Zenimax took with the -No Cooldowns- attitude.
Volcanic Rune -> Spammable CC, available to everyone
Bombardment / Scatter Shot -> Spammable CC, available to everyone
Shield Charge / Power Bash -> 2 separate CC, both spammable, both available to everyone
Uppercut -> Spammable CC, available to everyone
Trap Beast / Silver Bolts -> Spammable yet situational CC, available to everyone
So, there are actually more spammable CC that is available to everyone that is based on Stamina, only 1 CC based on Magicka, so if you are a Magicka build, your CC almost always depends on your class.
So yes, I still, fail to see your point, and I'm having doubts about what you are trying to accomplish.

It is being exploited in PvE . I am not a PVPER so I can't comment.
Many of us said shield bash nerf would cause us to quit but we are still here and it didn't stop them

I was next to a V10 that had this on a 4 second rotation constantly juggling mobs.
It is ridiculous and makes the game unbalanced for non magicka based classes.
