Cannot Set Horse As "Active"

I'm sure this has been noted by someone else; but it's difficult to find using the Search functionality.

I've had several instances where I cannot set my horse as "Active". I have two horses and 3 spots in the stables for horses; so at any given time there are 2 free spots. While in Cyrodiil the last two nights I couldn't change from my Pack horse to my Speed horse. I would receive several error messages including my favorite, stating I needed 16 more spaces to make the change (set Active).

    You probably already checked, but your bag isnt 16 slots over your normal carrying capacity ? (you can only change away from a "pack horse", if your currently held items in the bag doesnt exceed your regular carrying capacity)

    but I thought it was your favorite message....how did you not think to empty stuff out of your pack
