quest npcs absent

I have noticed questing today that several quests have had npcs disappear or not ever show up as they should. Sometimes this was the initial quest-giver (like in the Do'Krin Monestary), but at other times it has been quest npc you need to interact with during a quest (Pa'alat town quest), and then most recently it is the npcs in the quest area for the quest 'The Weight of the Three Crowns'. I have reported most of these in-game and others, and re-logging does tend to fix it, however it did not with the latter quest, unfortunately.

All but the last have been in Reapers March, but with this latter quest having the same issue with npcs, it makes me think that the issue is more extensive. I have not noticed this problem before the latest patch.

Somehow, the Reaper's March area seems to be quite buggy in general. Had issues with several quests so far, to the point that I had to "forget" about some of them and come back and try again later (after days, usually after a maint).

It also seems that when one quest / NPC is fixed, another one becomes bugged. Had exactly this after the last maint and patch. A previously bugged quest finally worked OK and was possible to complete, while another one was featuring a "missing" NPC leading to a dead-end (yep, there were like dozens of people there scratching their heads, relogging etc, to no avail). The funny thing is, the exact same quest was certainly working fine a week or so ago, when my main toon did it, but now it doesn't for my other toon which was lower level at the time... Go figure ...
