This quest is still bugged. It's also part of the v8 cadwells quests so it's pretty important. You guys said you fixed it in patch 1.03. I keep wondering if you guys make up stuff for the patch notes that have nothing to do with anything you actually say you fixed. I've now seen sooooo many bugs/quests that have issues when you guys said specifically in patch notes that you fixed it. Pretty sure your dev team for bugs and patches needs to be fired. They are pathetic.
