Graphical Glitch in Stros M'Kai (Stretched Flower Houses?)

So I was walking around doing quests in Stros M'Kai when I stumbled across this right next to the Saintsport Wayshrine. I don't really know how to describe it so I'll attach a couple screenshots. There are a few of these lined up in a row.

When games bug in this manner its in most cases not a problem with the game itself but rather with the graphics card. Yes yes I know, blaiming your graphics card instead of the game, but that's my experience with pretty much any game of choice and anomalous graphics. If its flickering back and forth/seems to draw rectangles all over the screen it may even be a sign of hardware/memory failure.
My advice would be to update your drivers, then check it again.
If it really is the game that has a hiccup, try fidgeting with the graphics option - its usually a specific option that cause issues.1 -
