NIGHTBLADE - Pressure points does the passive work or is it broken?

I am curious how the passive works? It sez that you gain 4,5% crit chance for each assassination ability slotted. Well i have 3 slotted and gain only 4,5% crit chance. Is it working properly or is it bugd? I think it's bugd considering the description. What do you guys think?
