When is weapon-swap going to be fixed?

A while back, someone from ZOS said a fix was being tested, but it was not included with the patch. Any updates on this?
My typical experience with weapon-swap goes something like this:

- Getting low on health, better swap to heal.
- Press swap.
- Nothing happens...
- Press swap again.
- Nothing happens...
- Ack! I'm almost dead! Frantically press swap yet again.
- Weapons swap. Yay!
- But then they swap back. WHAT?!
- I'm dead. Again. Sigh.

Thats whats happening to me atm. Might I ask if you are a templar using Aedric Spear? Since they added a delay at the end, it now makes any action afterwards also delayed.
I could understand half the current delay or lower damage or higher magicka cost but its a bit extreme atm.
I also noticed skills and attacks queue up after each other far in advance but for some reason weapon swap doesn't queue the same way.
Allllso I have noticed the Templar healing ability has a slightly longer cast now making it even more dangerous.1
