Final quest in Khenarthi's Roost to go to Auridon isn't being offered

I've done the final encounter with the Moarmer, talked to Razum-Dar and got the reward.
Past runs tell me I should now be getting a quest from Jimila to take the Prowler to Auridon, she isn't offering this but just tells be she'll take me there, nor is the skiff you click on to trigger the boat transport usable.
I know I can Wayshrine to Auridon but is this broken quest going to screw me up later?
I did log out/in to see if it kicked into life, but it doesn't.
This character was stalled for weeks due to the broken Storm quest which you get on arrival, and only got that after ZOS added the notes posted around the place as a fix .. I wonder if this breakage is a relic of that one.

This happened to one of my characters when I had her leave before talking to her. Went to break down some things, entered that area again, and same thing as you are getting. If you don't do it right away, you need to go there via Sugar Claws or Wayshrine. There is no real "quest", just a fast way to leave.0
