Guildie @malyshusness can't get passed log in screen.
Not an issue with game client as as another member tried logging in on his PC and the same issue came up.
There is no error or error message, it just sit there spins.
Customer support has been contacted, after working with them the issue was identified as being on zenimax's side.
This is the last update I got from customer support at 5:28 EST.
Is there any chance @zos_jessicafolsom could look into this.

Hi Jeff,

You are correct. The fact that you were readily able to login to your secondary account suggests that we should try to take a look at the account that is not working first. I would like to see what would happen if we change your UserID. Could you specify a couple different UserIDs I could change your account to?

Best,
Aryan

Hello Aryan,

Please do not take this as me being rude, but I believe that there was a failure to convey all the necessary information that I provided the previous technician, from the phone call, to you. I will be very specific in the details of events and more in depth as to the issue with my account in this email, as it is in no way my machine that is having the issue.

Events that took place
1.) I was in the middle of playing, ESO crashed and had the crash report displayed when I was returned to my desktop.
2.) Issue occurs - Login Timeout
3.) Run Game Consultant
4.) Run Repair - No Issues found
6.) Flushed DNS Cache - unsuccessful
7.) Opened Ports for ESO - unsuccessful
8.) Attempted to login to secondary account, Successful
9.) Attempted to login to my account, via secondary computer, unsuccessful - Login Timeout
*It is worth noting this computer went from being logged on another account to receiving the same login timeout while attempting to login to my account, and then back to playing the game on another. This Secondary computer is over 1000 miles from me, not just another unit within my residence.
10.) Attempted to login to my account, via tertiary computer, unsuccesful - Login Timeout

Hopefully this will clear the air and prevent any further redundancies in troubleshooting steps for the issue, and also solidify some clarity as to this being a Server-Side issue tied to my account and many others as I have seen on your forums.

I look forward to your response,
Jeff

Hi Jeff,

These login errors typically result when some other program is blocking the game from communicating with the network. We should first try booting your computer in Selective Startup mode to see if indeed some other program might be preventing you from playing. Please perform the following steps to get into Selective Startup mode:

1. Hold the Windows key and press the "R" key. This should open the "Run" window.
2. Type "msconfig" into the run box and click ok. This should open the Microsoft Configuration window.
3. Click the General tab
4. Select the Selective Startup circle and remove the checkmark next to Load Startup Items.
5. Click the Services tab
6. Select Hide all Microsoft services so they will not be disabled, and then click Disable All
7. Restart Windows and attempt to login (note you will have to undo all the settings described above if you would like Windows to return to Normal mode).
Note that you may also want to run the "Repair" option in your launcher (under "Game Settings") to force update the game after you get into Selective Startup. Often players are unable to login to the server because their game is not completely up-to-date and something could have prevented proper updating from occurring when Windows was in normal mode.
If you are able to login at this point then it is very likely that some other program that runs when Windows is in normal mode is preventing you from logging in. Usually this program is your anti-virus software. You might want to try disabling the software and seeing if this allows you to then run the game.
Another source for this error could be that we have not given the game the appropriate permissions level. Please locate the launcher icon on your desktop and right-click this icon. Select the "Properties" option and in the window that opens select the "Compatibility" tab. Select compatibility for "Windows 7". Also make sure that check off the "Run as Administrator" option. Go ahead and see if this is able to resolve the problem. You may have to apply the same compatibility setting for the eso.exe file located in the default game directory (C:\Program Files (x86)\Zenimax Online\The Elder Scrolls Online\game\client) as well.
Last but not least, if you are sill unable to login, we may have to configure your router so that the game is allowed to communicate with the server. Please identify the make and model number of your router and then go to the web site PortForward.com. This useful site provides specific instructions on how to open ports for your particular router. Just select "Port Forwarding" along the right side of the page to get started. The ports you specifically want to open for this game are:

TCP / UDP Ports 24100 through 24131
TCP / UDP Ports 24500 through 24507
TCP / UDP Ports 49100 through 54000

Please also use the Win+R keys to open the command prompt again. In this prompt enter the command ipconfig /flushdns and this should speed up your connection.

If you find that you are still unable to login after performing the steps above just let me know. We should be able to try some other workarounds to resolve this problem.

Best,
Aryan

Here is the report again, I assume this is what you're asking for?

Was there an issue with the previously attached file?

Greetings Jeff!

Thank you for contacting The Elder Scrolls Online Team. My name is Matthew, I am most pleased to assist you!

Players can access their DxDiag information from The Elder Scrolls Online launcher via the following process:
Open the ESO Launcher.
Click on the Gear icon in the upper-right hand corner.
Click the About tab.
Click the Game Consultant button.
Click Run Test to create the data log.
This function will generate an msinfo, a dxdiag, as well as a pathping in order to fully diagnose the issue at hand. Players will be able to open the report from the Game Consultant or open the report location so that they can access and move the file itself.
Please note that DxDiag is only a diagnostic tool that collects technical information on computers. It is usually needed by technical support agents to isolate specific issues. As soon as I get your reply Jeff, I will respond to you letting you know that I will be forwarding it up to our Tech/Account Department. Thank you for your cooperation, and your patience.
Thank you for your continued interest and support!

Perpetual 'Requesting Login', unable to reach character screen. Only message is 'Login Timeout' with no error code.

1.) Used Repair Utility - No issues found, no resolution
2.) Game Consultant report generated and can be provided
3.) Attempted login from a different computer on a completely different network, same issue.

This issue is server-side for my account. It can not be resolved on my end.

Customer support just called him and they did not get anywhere except telling him there was nothing he could do for him. They escalated the issue he said, but there was no timeframe given. They told him he has no blocks/suspensions/etc on his account. If he types in the wrong password it bounces back immediately.

Even worse the customer support person looked up his character and was commenting on his awesome build. My guildie was pretty upset with that, but his overall experience has been terrible and he is growing increasingly frustrated with the whole thing.

He is an awesome guy and I don't want to lose a friend/guildie over a technical issue and customer service issue. Please help him.
