Maybe it'll cut down on low level players who are only in the zone for PvE and increase the number of low level players who are only there for PvP? The change isn't just about collecting skyshards.
Why would they want to cut down on PvE oriented players in a PvE/PvP Zone?

NBs are <in such bad shape> now that I expect I will be kicked from any party I attempt to join. Only thing patching does is break it further.Bad decision, in my opinion, because now Keep and Resource NPCs will be Vet5. That may sound trivial to a Vet5 DK or Sorc... but I'm just a lowly NB... and now I'm truly fooked!
