Loading screen with rapidly-changing tip text at bottom

I've seen a post about this, but I couldn't find it this morning, and I wanted to add new data, so here goes:

The Bug:
After leaving the sewers underneath Mournhold in the quest to discover the mystery behind the Daedric scrying wards, I appeared back in the world briefly, and then the loading screen suddenly came up again for some reason, followed by a rapidly changing series of tips/flavour-text at the bottom of the screen. This weirdness seems to go on forever, and requires a force quit of the game. Also, it persists even when I shut down the client, start it again, and log back into my character.

The Workaround:
Since the bug seemed to either kill me or leave me defenseless while some creature killed me, I tried reviving at the nearest wayshrine after one of my relog attempts. This did not immediately fix the issue. However, when I next logged on, the issue was gone and I was alive at the wayshrine.

Some Details:
1. The issue was preceded by a blinking cursor and reduced framerate. (After that, the screen turns into a sort of loading screen, but with rapidly changing tip text at the bottom.) This reminds me of the bug where your framerate slows down and the world/terrain/buildings/etc. disappear leaving only the skybox, and your character can be heard repeatedly screaming as if falling.

2. Once when relogging, I noticed that I was dead. (For a brief moment I could see the "Revive" options at the bottom of the screen, just before the load screen came up with the changing text at the bottom.) I'm not sure if I was dead the instant the bug occurred or not.

3. On one of my relog attempts, I tried reviving with a soul gem. It did not fix the issue. Also, I seemed to be dead again the next time I relogged.

    I read that thread, maybe I missed it, but didn't see anyone post anything about trying the repair utility.

    Because it does nothing to solve the issue.

    The patch, once downloaded, doesn't require repair, it is broken at its inception.

    You clear don't understand how computers work. See, when data is in transit, it can become corrupted. This is likely a specific piece of code that is becoming corrupted in transit. What the repair does is compare what you have on your machine, to what it SHOULD be. If something doesn't match, it's fixed. Taadaa!

    Since this only affects a minority, it would seem this is not how it SHOULD be, so repairing may actually do the trick.

    Ok after hanging out on the forums and sending multiple emails I don't think lingering any longer will speed up the process. I'm pushing ESO to the back burner for a while. My wanting to play has finally been exceeded by my frustration. Though I am going to see if I can get Kotaku to cover the issues this patch caused.

    There is no corruption. This bug is part of the patch. There is nothing to repair because the patch itself is compromised. I've been dealing with this for some 24 hours now and it so happens I have more than half a clue what I'm talking about.

    You clearly know nothing about computers at all if you are asking why a bug can affect one individual and not another. You are worth no more of my time.

    This is very annoying, there is something to do or should we wait for a hot fix.

    Never see that kind of thing in a mmorpg.

    This is a new bug. It's a major bug in the game. In PVP the 'press R' trick doesn't work.

    Repairing the client doesn't work. If it did, people would be boasting that as a solution left and right. While the spamming of "r" might work for those in Deshaan lucky enough to be killed, it doesn't seem to work for those in Cryodiil (as stated above) and also for those that aren't killed in Deshaan, like myself.

    I paid for a 3 month sub and even having issues (1. Just being a night blade - to start), this one is rough. Solution? I un-subbed and am going to back away from ESO until this is repaired. Start a new character? I'd prefer to not compete with bots for gathering my low-levels mats. ;)

    OK hopefully I can get some NEW insight on some workarounds... unless you experience this don't bother giving advice because this is a REAL problem. Immediately after the patch cpl days ago I was playing my Vet8. Had a little bit of lag with skills but today when trying to zone out of a house in Deshaan I got stuck in a black loading screen with the tips speed-cycling at the bottom. Unfortunately I am stuck. Can't die since no mobs close enough, cant spam anything because always in the black screen. Can't see anything.
    Tried the "repair tool" (REPAIR TOOL DOES NOT WORK), tried restarting my pc, tried removing adobe player as it used to cause some loading issues, tried waiting in the load screen hoping something will happen... but nope. I get nothing. Of course will be asking for customer service help ;S

    I wouldn't advise doing this but if you really want to lose your character...

    Travel to Cyrodiil. Enter ANY internal location (anything that's not a keep that has a door). The armoury will do which is right at the safe, starting location. You character will be unplayable. I don't recommend you try this. You will definitely not be able to play the game with that character afterwards. You have been warned but if you insist... try it.

    This just happened to me last night. Happened in Cyrodiil AD western elsweyr gate when i walked into the armory building. God stuck in this strange loading screen. It was as if my character had been loaded in..i see my UI briefly then it would cut to this endless cycling loading screen. I had to have a GM move my character out of this building because i couldn't successfully log in.
