Nah, not really. Here you can see a screenshot from 1996 Elder Scrolls game, Daggerfall. Have you seen a mount in any Elder Scrolls game that was anything but a horse that was not modded in. You know what I meant. Horses as mounts is ES.
I am glad you presented that question. Mounts in general are a relatively new mechanic in the game series.
