CPU Seizing Since 1.1.2

Specifically in Riften when I am just running around or even sitting the game will just suddenly freeze, CPU usage on all 4 cores will rise to 100%, generally lasts only a few seconds and then returns to normal.

Have not experienced this on any other game or even ESO until patch 1.1.2
System memory does not appear to be afflicted by this.
Confirmed ESO is the program with "100% CPU Usage".
ESO Generally uses ~50% normally.


CPU: i5 3570k@4ghz
Memory: 8gb(2x4gb)1600mhz
Motherboard: Asus Z77-LK latest firmware
GPU: 770gtx 4gb Gigabyte Windforce Overclocked Edition - Nvidia 337.50 Beta Drivers for GPU.
Storage: ESO & OS is on a Crucial m4 256gb with latest firmware.

    I've been having something similar happen, and with other issues.

    i7 3770, 32GB, r9 280, win7(64), Crucial M4 512GB all drivers up to date

    Nothing else running and getting popups from windows saying machine is running slow etc.

    Only started after patch.

    I fixed that with an .ini setting at launch, it was doing it then.

    Post patch though I actually had windows popup a thing saying its running slow and do I want to turn off Aero. Lol
