Soul Summons not working now

So it seems soul summons is not working now. You don't get the option to use it on death, and after rez it is not showing a cool down.

Reenlister✭✭✭Ok very weird. After my 3rd log back in, I died, big surprise now.. but the ability to use my soul summons has magically returned....0

I was led here by googling soul summons bug. I have just put a second point in it, stumbled across a player a minute later who'd died pve. Couldn't res him. Just had the red shard icon cos i didn't have a soul gem. very annoying. Im a healer so it'd be dam handy to have.
