Why raise the difficulty of the monsters and then raise the ability of the players at the same time? What's the point?

Because it makes the dungeons less of a joke to the increasing number of players who are reaching veteran ranks. I imagine the increased boost to players is more to adjust the balance between vets and low levels in PvP, and only coincidentally plays into the PvE aspect of Cyrodiil as well. My guess is that you'll have more trouble at level 20 than you did before.

Yes, but the content that is made for your level should not be trivial. Cyrodiil is an end game zone that you can muddle through before reaching end game only because of the boost. It's not low level content that's meant to be trivial for veteran rank players. If that were the case, you'd find mobs that are below level 50... and Zenimax wouldn't have just increased their levels.
Scaling is always difficult. But if you look at the bell curve concept you will understand.......

If that were the developer's intention, then why allow Cyrodiil entry at lvl10? Clearly the intention was to allow a great range of levels the opportunity to enjoy PvP.
I disagree with your reasoning here. If Cyrodiil was meant to be an end game zone, they wouldn't have boosted the skills of players less than vet lvl. Taken further, If Cyrodill was meant to be an end game zone, they wouldn't even allow access to players less than vet lvl.
If it's like it was on the PTS, no. It probably should be, including V1-4. They do give you the option to use your natural stats if you prefer now. There's going to be too much gap as they add more vet ranks otherwise.Does it mean, that players below VR5 will be scaled to vr5 now? Like it used to be with everyone 10-49 before?

Maybe it'll cut down on low level players who are only in the zone for PvE and increase the number of low level players who are only there for PvP? The change isn't just about collecting skyshards.
