What is the issue here? No one is forced to take the debuff. A challenge is suppose to make you adapt and change to overcome it. You can just simply not take the debuff OR change your build that is not reliant on heavy attacking. If you are complaining about being "shut off" than why are you doing content in the first place? No, challenge does not mean having to change a build. Challenge means taking a build that might not perform well given what you've selected and it being harder because of it. Not impossible. I have pyrebrand on my solo IA build, easily gets past level 4, heavy attacks are part of the kit and if I wanted to i could make it a one bar heavy build. This debuff would have very little effect on it because the proc itself.
All a heavy attack player would need to do is switch out some sets and lean into the proc damage.
This is not at all an issue, adapt.

It's a challenge. An entirely optional challenge. If you want to complete it, use a different build? Pretty standard (almost a given actually) that challenges require changing your playstyle or build, not just in ESO but in any game.
Xynode regularly does livestreams where entire teams of his Lazy Sorc (1bar HA builds) go into Vet Dungeons and Trials, do HM, and typically manage clears even if there are some wipes along the way. Usually the only ones who are using his Sorc build during those streams are the Tank/Healer off-Tank/Healer. And sometimes these are people who've never set foot in the Dungeon or Trial in question, these are random groups he sets up from people watching. They aren't prog groups at all. People who are looking for challenging gameplay are in fact often also living, breathing humans and they tend to also pay for the game. The Devs literally went out of their way, trying to make this appealing for as many players as possible. The entire system is mainly catering to players who were A.) unable to solo normal dungeons as they are, or B.) unable to find groups that allow them to experience the story according to their preferences. Sprinkling in a bit of enticement for a broader audience, to justify this development effort, is an absolutely reasonable move.
And what is the consequence? Players who haven't even come close to giving the optional challenge a shot, find said challenges unacceptable.
vMA was soloed spamming nothing but jabs years ago. I doubt that a "no LA/HA damage" challenge in a solo dungeon even qualifies as "sweaty". This is purely about egos and self-perception. Absolutely removed from the games reality. And I do not even find this challenge particularly good or interesting. But the reaction is just so predictable.

Disabling the damage meant that none of the procs worked. So no, that's not what this meant. That's why it was changed. This modifier completely invalidated entire playstyles and that's why it was changed to instead be a 30% nerf on all damage.

Are we both at the same level because we both have GH Tittle? I completed the content, and he completed it too. So, we both receive the same title and, from the outside, there is no distinction between what we actually accomplished.
- If you say yes, then I completely disagree. We are not at the same level, not even close. 7xGH demonstrate a much greater amount of experience with that specific type of content than my two do.
- But if you say no, then I have another question:
If we aren't necessarily at the same level, why do we both receive the exact same title?
Is that fair to him? Is it fair to me?
And this is exactly where I think the discussion should go.
Instead of trying to distinguish players based on which build they use, why don't we create meaningful distinctions based on what players can actually do?
If someone has 7xGH, 10xGS, or whatever number genuinely represents exceptional endgame experience, then let's recognize that. Give those players something that actually distinguishes them from someone who has only completed one or two.
But don't look at someone using a 1bar HA build and assume they're automatically inferior to someone using 2 bars.

If you want to separate the truly exceptional endgame players from casual or less-experienced players like me, I'm completely fine with that. In fact, I think that's a much better system.

Those are all things you can do yourself if you want to, though. You don't need the game to keep you from removing your Ults, removing your backbar Weapon and Skills, not using HAs, or taking off a Set. You can literally do all of that yourself. You both have the title. You completed the challenge based on the requirements set. All the title means is that you completed the challenge. It says nothing about ability level beyond that, nor is it trying to, nor does it need to. The title has a list of requirements and you both completed the list of requirements to get the title.
This challenge has (well, HAD now) the requirement of not using a Heavy Attack build (among other things). That's really all there is to it. Not sure why it was such a humongous deal when plenty of games have hyper specific challenges that task you with beating a run in a different way or blocking the use of specific strategies.
You don't see people complaining about not being able to use Covenant weapons when playing Halo with all skulls on. If they want to use Covenant weapons, they don't play with the skull that turns off Covenant weapons. You don't see people complaining that they can't get the "No powers run" achievement in Dishonored if they use powers. If they want to use powers, they don't go for that achievement.
If anything, I'd want them to add more achievements to Solo Dungeons with hyper specific requirements like
- Not using Heavy Attacks at all
- Not bar swapping at all
- Not using an ultimate ability at all
- Not wearing a gear set

Why not distinguish the TRUE, REAL endgame players from everyone else? Let me give you some examples:
vSS GS - We need 3 players in the portals against Nahviintaas. So let’s change the trifecta achievement and add something like: each player inside the portal must maintain 100k DPS on Eternal Servant for the entire time the portal is open. If their DPS drops below 300k total, the trifecta fails.
vCR GH - Same idea. Add an actual DPS performance requirement that has to be met by the players individually.
And so on.
Of course, I’m just throwing some numbers out there. The actual numbers should be based on real data and set at a level that only the truly elite endgame players can consistently handle.
So, let’s actually change the game so the REAL ENDGAME players have to do real ENDGAME content, while everyone else is “forced” to stick to veteran runs. ^^ Yeah, I would genuinely love to see that.

Just imagine how loudly the 2bar players would cry... I’m pretty sure HA\1bar players would understand the point. They would understand that HA\1bar builds will never, and realistically could never, be on the same level as the truly elite endgame 2bar players. But what about the rest of the 2bar players? Will you finally understand that you’re not even close to being on the same level?
Maybe then you would finally understand that just because you use 2 bars, you are NOT automatically on the same level as the real elite endgame players. And then... maybe you’ll understand that we should reward the players who truly deserve to be rewarded in the real ENDGAME.
What we should never have is a system where players gatekeep other players simply because of the number of bars they use.

We saw the beginning of this with vCR, then the Night Market, and now they're trying to bring the same philosophy into solo dungeons. The question should be: Can you handle the challenge? Not: Did you use the build ZoS considers acceptable?

What I’m talking about is the direction ESO has been taking. vCR -> Night Market -> solo dungeons. Where difficulty is created by restricting builds instead of punishing player mistakes.
