[SUGGESTION] Fix for Recent Mora Scribe's Thesis Nerf (Hybridization)

TL;DR:
Mora Scribe's Thesis, and other similar sets that scale off of the number of Major/Minor Buffs, are being negatively affected by hybridization. As hybridization occurs, the number of available Major and Minor Buffs is being diminished, as well as the maximum potential of each of the item sets that scale off of these buffs. To compensate for this, the scaling critical damage bonus of Mora Scribe's Thesis should be increased to provide 1.5% Critical Damage per Minor Buff (up from 1%), up to a maximum of offering an additional 18% Critical Damage. Not only would this change restore some of the power lost by this set due to hybridization, but it would also legitimize this set as a more Critical Damage focused alternative to Sul-Xan's Torment, which already holds the advantage in terms of Critical Chance. This change could help player builds that are struggling to reach the critical damage cap in PvE and potentially open the door once again for Light Armor DPS builds in end game content.

PROBLEM

As hybridization occurs, the number of Major and Minor Buffs available to players is being diminished. This is undoubtedly overall a good thing for the health of the game as it simplifies the game and makes it more comprehensible by its player base, but a seemingly unintended consequence of this is that effects provided by item sets such as Mora Scribe's Thesis, which scales off of the number of Major and Minor Buffs on the player, are also being diminished. For reference, here is the description of the Mora Scribe's Thesis set:

As a light armor set, which is largely counter-meta in the current iteration of ESO due to Light Armor's lack of critical damage in its skill line, Mora Scribe's Thesis already sees very little use, if any at all. It doesn't help that the Sul-Xan's Torment set already completely overshadows this set by providing an identical bonus to Critical Damage offered and a superior amount of Critical Rating offered, despite Mora Scribe's Thesis having the unquestionably more difficult to hit maximum value proc condition which is entirely dependent on organized group play. For comparison, here is the description of the Sul-Xan's Torment set:

It is a shame that Mora Scribe's Thesis, which IMO has one of the most intriguing and teamplay dependent proc conditions in the game, is completely outshined by other sets triggered by more generic proc conditions and is being even further diminished by overall game hybridization.

SOLUTION

In order to legitimize Mora Scribe's Thesis item set bonus as a situationally desirable alternative to Sul-Xan's Torment and also account for the increased difficulty of sourcing Major and Minor buffs that is caused by hybridization, the scaling bonus to Critical Damage that Mora Scribe's Thesis provides should be increased to 1.5% Critical Damage per Minor Buff (previously 1% Critical Damage per Minor Buff), up to a maximum of 18% Critical Damage (previously 12% Critical Damage).

This change would give players an easier time reaching higher levels of Critical Damage with this set by increasing the Critical Damage scaling with Minor Buffs. The previous critical damage cap of 12% critical damage that this set offered could be achieved at only 8 minor buffs (previously it required 12 minor buffs), while the new critical damage cap of 18% critical damage could be achieved at the very same 12 minor buffs that were previously required to hit the old cap.

EFFECTS OF THIS CHANGE

This change would give Mora Scribe's Thesis the higher potential Critical Damage bonus when compared to Sul-Xan's Torment, while Sul-Xan's Torment would retain its advantage in higher potential Critical Rating. This would legitimize Mora Scribe's Thesis as a more Critical Damage-focused alternative to Sul-Xan's Torment, which would contribute to the overall health of the game by providing more build diversity at the end game level.

For player builds that are struggling to hit the Critical Damage cap (most light armor builds fall under this category, which is a large reason why they have fallen out of the endgame meta), Mora Scribe's Thesis would become a desirable choice, while builds that are already closer to hitting the Critical Damage cap (like medium armor builds) would still favor Sul-Xan's Torment due to its higher potential Critical Rating. This small change could promote build variety by increasing the number of pieces of light armor trial DPS players could wear, and could even potentially open up the door for some interesting trial compositions in which the DPS could wear all light armor and even source their penetration from there to allow them to drop their sharpened weapons, lines of penetration, Roar of Alkosh, and Crimson Oath's Rive completely.

This small and simple change would not only save one of the most interesting and team-dependent item set bonuses, but also offer a large return on end game build variety without completely shaking up the current meta.
