Im curious as to why we got craftable set pieces as reward for the sheo quests?

Hi,
These pieces are craftable so why are they rewarded as quest rewards? Im just confused about this. Any ideas? The crafting station for this set is in Northern Elsweyr.

I hadn't realized that it was craftable until you pointed it out! The only ideas I can come up with are (1) maybe they feel like it's an overlooked set that could be useful for a lot of newer players; and (2) it requires knowledge of 8 traits to craft it, so a lot of players might not be able to craft it yet.

Now crafted sets are being rewarded? And I thought the Dynamic Encounters rewarding Arena sets based on a thematic name was weird.

I assumed the randomness of the set was the appeal, with you never knowing whether you get a heal or a damage aoe, somewhat akin to the Wabbajack's mechanic. The bonus of Honor popping up adds to the chaos.
I tried to think of a base game set more suitable for the Prince of Madness and couldn't come up with anything.
