You will get one key from each board once you've done 10 quests from that board. Supposedly they drop from the 20th too, but I'm not that far in yet, so can't confirm. I do not know a way to keep track of how many free runner quests/board have been done other than not deleting the "mail" from each one and counting them. There is no way to determine how many by looking at the achievement. The achievement is all or nothing for some reason. No counter to tell us where we are in the progression.

It's important to note they're also not called Nowhere Keys in game but Unformed Planar Keys, when I had mine drop from the 10th favor it didn't show up as part of the rewards, I only had the coffer, when I went into my inventory there it was, right next to the purple reward coffer.

The tomes challenge is bugged in a sense that it counts retrieving a key from the bank as acquiring one. I suspect there is even more than that since I got 4 keys (3 from favors and 1 from a treasure trove), banked each once, did not take any out, and somehow my challenge sits at 9/10.
Many people have been reporting this issue here on the forums.
I have 3 keys from the favour quests, and had none from anywhere else. I put the 3 in the bank for safety and never took them out, and the challenge is still showing 5/10.
So, it's not just retrieval from the bank there is another bug somewhere.
Has this been passed on to the dev team as being a problem? I seem to remember seeing it was going to be sent to them but afaik there's been no update on what's going on with the drop rate for these things. The only thing we know for sure is they aren't supposed to be this rare, according to what Jason said in the last livestream.

It could be that it is in the pipeline. We don't find out about incrementals until something shows up in patch notes and I'd be looking for the next incremental early next week. We do know that the repetition reduction is set for Update 51 because ZOS announced that. They'll occasionally say something like "we'll get that into an upcoming incremental," but that's more the exception than the rule.
Incrementals, like all patches, need to have the 2 week console certification cycle. That means that if something is found after the patch is submitted, it won’t be able to make it in.
The odd part is that we used to get incrementals basically every two weeks, and now it seems like they only drop once a month, if that. With the fact that all of these bugs were found and already slated for U51, that suggests they missed the certification cycle for the last incremental, but also that there isn’t a planned incremental between last week’s incremental and U51’s drop at the end of September (which looks like it’ll even be delayed an extra week due to the other PTS delay).
That would make sense to have no patches from July 20 through Aug 31 if U51 dropped on the original date. But now that U51 is likely coming on Sept 28, that means we have a whole month that there will be no incremental patch and these bugs that are just sitting there.

It is very aggravating to have been told that "keys are all over Tameral" and to have spent over a week looking the places I was told to look without getting a single one!

I saw this and thought, great some information, thank you!!! I then checked one account and it was not there, I checked the other account and it was there!
a few hours laTER I WAS EXPLAINING TO A FRIEND, and they did not have it, so i stopped what i was doing and went to the account where it was... low and behold its not there on that one now either....

The keys (*not* called nowhere key btw.) are a "hard drop" after doing 10 favor quest for one quest giver, they are directly placed into your inventory and do not appear as loot. At 30 favors you should have at least one planar key in your inventory (unless dumped by an addon) - it should also appear in your progress counter.
