I would think so. In any case, I'm not going to waste any treasure maps until the devs check whether it's bugged or not. Mine was from a thieves troves. Others have gotten from Dynamic encounters.

So I can think of 2 issues: either the ingame info is wrong and they drop elsewhere, or the droprate is insanely abysmal.
They aren’t rly meant to be grinded and they don’t want people to gather tooooo many

AureliusLHSoul ShrivenNoticed something very odd earlier, I only got one 'Unformed Planar Key' earlier in the week, dropped it in my bank and since then never had any such item drop - but last night I noticed the tome quest track said I had found 3 of the ten required, despite never getting another Unformed Planar Key item - and this morning, after doing several treasure map chests, thieves troves and standard unlockable chests on the overland map, the total I have according to the tome is now 4 - but again, no item in the inventory.
Maybe somehow the game thinks you have found one but doesn't actually add the inventory item, just increases the tome count for them?1 -

That's not been my experience, the key went in the bank once, was taken out again once, and that did not seem to change the total shown in the tome listing.0 -

That's not cool, guys.. And IF the challenge CAN'T be completed before the Nowhere Vault Event, DON'T bloody put it in game until then.
I'm really starting to consider to walk away from ESO.. There's to much buggy launches, and half baked content.
Especially when everybody (as would be expected) throws themselves on the new content.

I've completed the TG quest line, I've engaged with the content multiple times on multiple toons. I've played the heck out of it and I've enjoyed it, but I still haven't gotten one single key. Not the first one and I've already achieved Folk Hero status. It has to be a bug, right?0
