There really isn't a logical reason why I shouldn't be able to put a level 35 glyph on a vet 8 item. It makes no sense why they need to be matched up.

Really? So how come your not complaining that they actually make you move about and do quests instead of jumping you to end game so that you only have 1 thing to complain about.

Enchant in what way, you can swap the glyph on a piece of armour/weapon/jewellery to what you what.

I don't mind the level restrictions on enchants. What annoys me is I make a +61 max stam armor glyph and enchant a piece of armor (shoulder) with it...When I look at the preview it says +14 max stam. Really? Thinking this was just a "display" bug, I applied it. +61 goes down to +14 on a shoulder item?
