Firstly, the tooltip does not say that the created area is placed on you. It actually doesn't say where it's placed at all, but it's actually near the enemy that was damaged twice by Burning Light. It's not placed directly underneath them, but around them--presumably because you can't occupy the same space as an enemy.
Secondly, the effect can occur every six seconds, but it requires that Burning Light hit the same enemy twice within 30 seconds. Burning Light itself can only occur every half second, and you need four stacks. At absolute minimum, if the stars align on all your damage ticks, you'd need four seconds to deal damage with Burning Light twice. But the set has a cooldown of six seconds, so the circle can't be active all the time. I want to say that in practice it's up maybe once every eight seconds, but that's guesswork on my part, based on my experience with the set.
It is annoying that you have to move to catch the circle--I'd really prefer that it appeared on the user, given that Templar is a "stand your ground" fighter based on its passives that require standing in certain effects--but the set doesn't appear to be bugged.
