Unable to Access Skuldafn In Eastmarch

Hello, I am currently a v5 Nightblade. I have been going through the story quests in order to progress to my next faction, however I am stuck in eastmarch and unable to progress past the final chapter of this zone. Due to a bug I was forced to abandon my quest for Skuldafn (I got there fine the first time) and have not been able to pick it up again.. it simply no longer exists, the NPC that gave it to me the first time now wants nothing more to do with me... I have searched every quest hub and area, every cave, just in case there was an entrance and a way to pick up the quest once inside... there isnt.. I need help, I am unable to progress to the next vet leveling hub...

I did have this problem. At one point during the fight with the final NPC, I managed to bug him out and he disappeared. I relogged a couple of times to no avail and decided to abandon the quest and try and take it again.
The quest giver was no where to be found. I searched all over but was unable to find any NPC to give me this quest again. I /bugged the problem but never got any response.
I moved on...and finally tonight at Vet 7...I returned to the zone to find some lore books I had not gotten.
I traveled via wayshrine to Skuldafn and went looking for a nearby lorebook. Low and behold, inside one of the tunnels was a quest giver that allowed me to take the quest again and I was able to finish the quest line.
Check all the tunnels and entrances to Skuldafn for the quest giver. I cannot give you the exact location as I do not remember exactly where I found her.
NOTE: Be advised that the ACHIEVEMENTS for this quest line are bugged and will not register.

Axewaffle✭✭✭@ZOS_michelleA Question Reference # 140517-013064. I have received a reply asking for the name of the quest, but since I have abandoned it I cannot provide that information. For me, there isnt even a wayshrine for me to port to, I cannot actualy get to Skuldafn. I have checked all the surrounding areas for tunneles to help me get there, but there are none..

Axewaffle✭✭✭Update: I have fixed it, though i am unsure how. If anyone else encounters this issue, I did the following.
Reloged a few times.
Waited a short duration in another zone (may have reset)
Loged into a new character, then loged back.
Reloaded UI.
Disabled addons.
