Support refused my Gifting request ticket

I made a support ticket (260522-001070) so I could gift my partner a house from the Crown store for their birthday. Support got back to me and said that it was denied due to not being an active member of the game. I have close to 4000 hours in game, $1700 spent on crowns and DLC stuff, and have been on this account since 2016. I actually had a beta account I played on too but I lost the login info for that one for a while when I made this account. What more needs to be done to be considered active. I'm an adult with a job so sure I cant log in like eight hours a day anymore but I still play the game regularly. I literally can't imagine what more I could do

    We see these posts on the forum a lot. ZOS refuses to tell us what their criteria is to enable gifting. So the only solution is to not spend money with ZOS until they enable gifting for you. It's the only language they speak.

    If you've recently purchased crowns, you can request a refund based on not being able to use the crowns for what you intended. I got a crown refund for this reason so you should too.

    You don't mention in your post whether you are active in any Guilds?

    One of the known criteria is to be active in a game community.

    It might be what they meant by "not being an active member of the game"

    Also if you remember your original account name, after submitting the first part of the application you get an option to add any other details that might help. If you remember your account name you could add it there.

    I actually am in multiple guilds! I'm in (PC-NA) Vanquish and Iron Legion for pvp, Chimera Syndicate for just like casual chatter and community, and I'm in a trade guild called I'kiia Home Furnishing. I mostly do pvp stuff so run around Cyro with whomever is on.

    As for the other account, I mean I have the username saved now but frankly I dont think it matters. It's like a 2014 account vs a 2016 one. I do wish I could have my monkey from it though but that's neither here nor there. That other account has no playtime on it in comparison

    It's not guilds. My account was denied gifting and I belonged to guilds at the time (still do!).

    Every time I see someone say, "It's a known criteria that...", I know that's not it because my account passes that criteria. Nobody knows what ZOS is looking for.

    I tried to appeal the denial and was sent this message. Despite all my time in game, money spent in the stores, time interacting with guilds and the community, streaming the game, bringing friends in to play with me, I was given a, "continue to play the game and we may reconsider". They aren't allowed to say what is needed. This is a joke

    I have 3 accounts, one for each faction, and all 3 accounts have and had gifting enabled without having to request it. So something doesn't quite fit with this statement. Course, I don't buy or trade crowns either, so maybe that's why.

    ZOS really needs to publish their criteria for enabling crown store gifting. Doing it the way they are is frustrating and unfair.

    Publishing the criteria would undo everything they did to stop the bad actors that caused this in the first place. This would just make it easy for them to get gifting enabled on new accounts and start their bad actions again. It may be frustrating but it isn't unfair.

    I have 3 accounts....

    My main automatically had gifting enabled.

    My second(free Epic Account) had gifting refused first time I asked, reason was account was under the required 180 days active. Second time of asking it was approved but that was also well after they added the ability to tell them of any other accounts you may have. I checked today my playtime on that account is substantially below op's stated 4000 hours.

    My third account I have yet to ask for gifting to be enabled.

    Accounts one and two both always have ESO+, account three doesn't always, but does atm.

    I do agree with @SilverBride that these current criteria are in place for a reason and I feel they should remain in place and not all criteria should be listed.

    There was a time when zone chat on PC-EU was spammed continuously with a certain gold/crown selling website, this atm at least has stopped and if these criteria have done anything that helped to wipe out the spam, I for one applaud it!!

    I decide what is and isn't unfair to me, not you.

    Telling us the criteria to enable gifting is the only fair way to do it so that we know the system isn't arbitrary and selectively enforced. As it is now it's safe to assume the criteria to enable gifting isn't consistent or equally enforced. This would also be consistent with how ZOS runs other aspects of their business; this forum for instance. They let a few bullies ruin this forum for everyone else.

    It's insanely unfair that ZOS won't tell their customers what they have to do to qualify for crown gifting. On top of that, it's demanding trust from the customer while doing nothing to earn it. It makes it undeniable that there is no set criteria for enabling crown gifting.

    As others have said, the only solution is to not purchase crowns in any way until ZOS enables gifting on the account. If ZOS doesn't want your money, don't give it to them. It really is that simple.

    That's now how it works. Not publishing the criteria people have to meet to enable crown gifting makes ZOS the bad actor in this situation.

    Have they ever told us why exactly we have to beg them to allow "gifting"? Seems to me like ZOS should have an interest in it working as smoothly as possible. Having to pay someone to read our applications and decide whether we're entitled to buy something and gift it to someone else is the opposite of smooth, both for us and for ZOS.

    Too much trouble to police bad actors in the trade itself (i.e. scammers take the gold or item and vanish)?
    How about an official trade window then, maybe trading actual crowns for gold?

    Real money trading?
    Sure, crowns are cheaper in some countries and could be sold for a profit, but that seems less worthwhile than goldselling.

    Stolen credit cards used to buy the crowns?
    IDK, automatically block gifting for 4 weeks after buying crowns?

    The way ZOS handles gifting is the equivalent of going to an amusement park and one of the games is just a solid black screen in a dark tunnel and being told you get a prize if you hit he target. But we can't even see if there's a target there or not. But the ZOS carnival booth sign just says "trust us, there's a target there somewhere. How big it is and where it is we're not telling".

    This is the same. We don't even know if ZOS even has a criteria to meet to enable gifting. Crown gifting with the ruleset ZOS is using is playing "find the marble under the cup" when the guy moving the cups around palms the marble so it doesn't matter which cup you choose, you lose.

    Just ask for a refund based on the fact you can't use the crowns for the purpose you bought them for.

    ZOS says a lot of things. For instance for a decade they told us they were working on improving performance in PvP, but now we know they basically haven't even tried.

    This has nothing to do with PvP.

    Someone asked if they ever told us why gifting is this way and I said yes they did and provided a link.
