Kvatch arena for tomes

I haven't once gotten arena credit from the Kvatch arena. I see lots of other people there so I'm sure it works. Do I need to pick up a starter quest or something to get credit for it? I know about a sign board over by the merchants but the quest it hands out is random. Need help please.

✭All you need to complete the tome challenge is to kill the last boss in the encounter.
You don't need a quest.
Respawn time is 5 minutes.

Kvatch Arena isn’t an “arena” it’s a world boss.
You’ll need to do Maelstrom, DSA, Vateshran or BRP to earn credit for that particular tome quest.2 -

✭Whoops, totally missed the "arena credit" moment.
Kvatch Arena works for the challenge "Defeat Knight Commander Panthius". That's why you can see players sit there for tomes.
