I think this matter is compounded by a number of factors:
- Soloing trash is a rather slow process (compared to previous 'farming' scenarios) due to the 'sponginess' of the enemies and the endless barrage of incoming CC.
- Pugs tend to skip trash and use the pads - or death - to disengage.
- Pugs tend to not move as a unit as people take different paths, stop at oddities/quest pickup or target objectives etc.
This leads to significantly fewer corpses per time spent 'farming' than one would be accustomed to and the chance that they might be scattered all over the place.
Given that the conversion of kills to 'lootable instances' seems to be pretty poor - in my experience as bad if not worse than the worst overland has to offer: Watchlings and Architons (without the Light of Arkthzand daily) this can lead to frustrating scenarios.
All I can suggest is that you either start your own pug in the finder stating the goal clearly ('Need Fragment from trash' or something along those lines) or you join a pug that is doing bosses for keys and ask politely if it would be OK to mow down the trash as the group moves from objective to objective (then keep an eye on the floor).
So far players - again in my experience - have been pretty amenable to polite requests. I have joined pugs to do argents/skirmish and they have been generally OK with doing something on the side - in my case helping with the boulders because for the life of me I can't make that puzzle 'click' in my head.

What makes me wonder if this fragment drops for each player only one time and when you miss it (what can easily happen when you just die and end up somewhere else on the map...), then you will never get it again?
I have the same problem, by the way.

@ZOS_Kevin @ZOS_GinaBruno never make the drop rate this low on an item necessary to progress again. This has ruined any fun I had doing this event.

That seems overly long, even for Parch. Not to be condescending but did you check your inventory and filter/search for "Splinter"?

I keep checking...

If I did, I wouldn't keep running into wind walls following ball groups.
Does anyone know if loot is instanced? Like can someone else pick it up instead of me?

No it isn't.

Yes it is.
